About the old Tripoli city administration board
The administration of the old city of Tripoli was established by virtue of Presidential Council Resolution No. 180 of 2018 and Resolution No. 296 of 2018 regarding the formation of the Authority’s Management Committee, which has assumed its duties since the issuance of the decision to form it in February 2018.
The agency is concerned with setting cultural, architectural and engineering plans and programs for the management, protection and development of the old city of Tripoli and everything related to its affairs and the facilities located in and complementing it, and which would protect it and preserve its historical character.

Signing the decisions of the device management committee and following up their implementation.

– Expressing a technical opinion on how the existing real estate in the old city is used in line with its historical plan and the Old City Code, and giving a technical opinion on the rehabilitation work of buildings inside the old city.
– Carrying out surveys, architectural lifting, and comprehensive evaluation of the various elements and vocabulary in buildings, preparing base maps and other drawings and detailed maps for them for the purpose of registration, documentation, study, or any intervention related to the preservation process.
Participation in the inventory of real estate in the city of land and buildings.
– Reviewing and approving the planning drawings for the registration or re-registration of real estate owned by natural and legal persons in the old city in the Land Registry and the State Property Authority.
– Executing advertising and introductory campaigns for them and marketing them as investment and tourist attractions in coordination with the Agency and the competent department.
Marketing and promoting the investment opportunities available in the old city and preparing an investment map through the investment portal in Libya.
Encouraging real estate owners to carry out maintenance and restoration works and urging them to use and employ them.
Preparing studies and research to develop handicrafts, traditional industries and handicrafts that are practiced inside the old city, in coordination with the relevant authorities.
– Suggesting granting incentives to distinguished craftsmen and professionals within the old city.
Studying the requests of individuals or investment agencies that submit their offers, evaluating their activities to ensure their efficiency and ability to invest, and expressing an opinion on the feasibility of contracting with them or participating in some work in coordination with the competent authorities in accordance with the legislation in force.
– Submitting proposals regarding the purchase and ownership of real estate and land to perform the purposes of the Agency, its investment and management, in coordination with the relevant authorities.
– Preparing economic studies and submitting proposals for investing the Agency’s funds in order to diversify its resources and develop the city.
– Carrying out work related to archives affairs and organizing them in a manner that ensures the recording and circulation of files, documents and correspondences, their preservation and ease of reference, and supervision of incoming and outgoing mail, copying and photocopying, and the introduction of mechanization in these areas.
– Printing the documents, documents, and records necessary for the workflow of the device, and the packaging and binding of publications and the like in accordance with the legislation in force.
Implementation of legislation and regulations related to providing services to the employees of the Agency according to the available capabilities, and what they need of office furniture, tools, equipment, stationery, publications and all supplies for performing work within the approved budgets.

– Carrying out internal audit work in accordance with the principles, rules and accounting standards recognized legally, administratively and financially.
– Reviewing and examining all exchange vouchers prepared by the Department of Administrative and Financial Affairs and ensuring that those vouchers were prepared in the correct manner and in accordance with recognized accounting principles and the accompanying documents supporting the entitlement to exchange.
– Reviewing the advances and temporary and permanent financial covenants and ensuring compliance with the limits of their disbursement and settlement.
Examine the forms and statements of payroll, bonuses, and the like, and ensure that they comply with what is required by laws and regulations.
– Carrying out the tasks of periodic and sudden inventory of treasuries and stores, inventorying the financial covenant, and participating in the annual inventory tasks.
Examining the final accounts and financial statements, ensuring the correctness of directing the accounting entries, reviewing the settlement notes for the device’s account at the bank, and requesting the settlement of the outstanding, if any.

– Follow-up on the work of international organizations related to the activity of the device, preparing reports on them, and expressing opinion on everything issued by them in a way that supports the role of Libya.

- القيام بعمليات المسح والرفع المعماري والتقييم الشامل للعناصر والمفردات المختلفة بالمباني وإعداد خرائط الأساس ونحوها من الرسومات والخرائط التفصيلية لها لغرض التسجيل والتوثيق أو الدراسة أو أي تدخل يتعلق بعملية الحفاظ.

- مراجعة واعتماد الرسومات التخطيطية الخاصة بتسجيل أو إعادة تسجيل العقارات المملوكة للأشخاص الطبيعيين والاعتباريين في المدينة القديمة بالسجل العقاري ومصلحة أملاك الدولة.
- تسويق وترويج الفرص الاستثمارية المتاحة بالمدينة القديمة وإعداد خارطة استثمارية من خلال بوابة الاستثمار في ليبيا.

- إعداد الدراسات والبحوث لتطوير الحرف والصناعات التقليدية والمشغولات اليدوية التي تزاول داخل المدينة القديمة بالتنسيق مع الجهات ذات العلاقة.
- اقتراح منح حوافز تشجيعية للمتميزين من الحرفيين والمهنيين داخل المدينة القديمة.
- طبع الوثائق، والمستندات، والسجلات اللازمة لسير العمل بالجهاز، وتغليف وتجليد المطبوعات وما في حكمها وفقا للتشريعات النافذة.
-تنفيذ التشريعات والنظم المتعلقة بتقديم الخدمات لمنتسبي الجهاز وفق الإمكانيات المتاحة، وما تحتاجه من الأثاث المكتبي والأدوات والتجهيزات والقرطاسية والمطبوعات وكل لوازم تأدية العمل في حدود الميزانيات المعتمدة.
- تسويق وترويج الفرص الاستثمارية المتاحة بالمدينة القديمة وإعداد خارطة استثمارية من خلال بوابة الاستثمار في ليبيا.
- تشجيع ملاك العقارات على القيام بأعمال الصيانة والترميم وحثهم على استعمالها وتوظيفها.
